Virlanie Foundation, Inc. is composed of a multicultural, gender-balanced team dedicated to improve the lives of children through their expertise in various sectors.

Executive Management Team

Thomas Mouliac is an International Management graduate from the HEC Business School in Paris, and the Asian Institute of Management. With around 12 years of experience in strategic program planning and execution, he became Virlanie’s Executive Director in 2017. He sees his role to professionalize Virlanie and ensure its long-term stability for the welfare of the children.

Arlyne A. Fernandez is a licensed social worker and a graduate of Bachelor of Science in Business Management and Social Work. She has been in Virlanie for more than two decades, occupying various positions. She also sits as Virlanie’s board member and representative in various international, national, and local networks for the protection of children’ rights and welfare.

Cenen Milan is a graduate of Juris Doctor degree and holds a Master’s degree in Media Literacy Education. He previously worked with various academic institutions and international non-government organizations related to child-care. He is also a member of various foreign chambers and developmental institutions that assist the marginalized and poor in the country.

Robert Nacion graduated with a Bachelor of Science degree. For 16 years in Virlanie, he has held various positions. He is a former Virlanie beneficiary from the Community Program in the slum area of Tondo, Manila. Seeing other children fulfill their dreams makes him more eager to give his best in his work in Virlanie. He believes that a big part of the changes he had in his life was because of Virlanie and this is something he wants other children to experience.

Junilyn Silvestre has a Bachelor’s degree in Sociology and has pursued graduate-level coursework in Psychology. As Virlanie’s Human Resource Manager, Junilyn manages the strategy development and implementation of various areas of Human Resources including recruitment and selection, compensation and benefits, training and development, performance management, employee relations, legal compliance, and policy development.

Maria Paz Angay is a graduate of Bachelor of Science in Social Work. She is a registered social worker and one of the pioneers in the foundation. She currently holds the position of Admin Manager providing administrative services and a better workplace to employees, volunteers, guests, and stakeholders to support the achievement of Virlanie’s mission and goals.

Andrew Y. Malicdem is a Bachelor of Science in Civil Engineering graduate and is currently finishing his Master of Science degree in Construction Management. His work in facilities management includes office and homes maintenance, safety and security, facilities renovation and construction activities such as planning, cost estimating, budgeting, documentation and negotiating contracts, as well as maintenance monitoring and supervision.

Christopher Cabiles is a graduate of Bachelor of Science in Electrical Engineering, but because of his passion in helping marginalized children, he eventually joined a non-profit organization as part of their fundraising team. He even took up a Christian Fundraising Course, which greatly helped his work as a Fundraising Manager in Virlanie. He currently manages Virlanie’s major, individual, and corporate donors.

Dong Rodelas is a development worker with 12 years of experience working in various international non-government organizations and 11 years of management, finance, and administrative work experience. His 23 years of experience working with marginalized sector in the country helped his current role as Grants Manager in attaining grants and engaging more partners to support the financial needs of Virlanie’s programs.

Ashley Venerable holds a B.S. Development Communication Degree. Her personal advocacy for children and women brought her to work at Virlanie Foundation. Her years of experience working at an international NGO’s media group allowed her to grow from being a Communication Officer to Communication Lead and now, Communication Department Manager in Virlanie. To better serve Virlanie’s children, she is studying for a Master of Community Development degree.

RJ Domingo is a Computer Science graduate and an IT practitioner for 13 years. For over two years, he worked in the corporate sector before eventually entering Virlanie as its Network Administrator. Since 2018, RJ has been providing the organization with hardware and software support, handling network administration, and conducting Netsuite programming as Virlanie’s IT Manager.

Ma. Emma Solasco is a Registered Social Worker. Apart from having outstanding marks in Community Organizing, she is also a licensed Social Studies teacher. It was in 2000 when she joined Virlanie as a Community Organizer. She opened five communities under Virlanie’s Community Program and managed the housing project construction and livelihood assistance of the families under the “Balik Probinsya” project. At present, Emma oversees Virlanie’s Community Pillar as the Community Programs Manager.

Marie-Françoise Michel is a French national and teacher by profession. In 1999, after working as an English teacher, she decided to become a volunteer street educator in Virlanie. Her long-term commitment to Virlanie, knowledge on street education and psychodynamics of children, youth, and families in street situations, as well as her experience in program development and management of the Mobile Unit for 12 years, are add-in tools that she is willing to continue sharing with the organization and people in street situations through her new responsibility as Street Programs Manager.

Maria Theresa Ynion is a licensed social worker and a graduate of Bachelor of Science in Social Work. She has been in Virlanie for 25 years and has pioneered programs such as the Drop-in Center, Marco Polo Care Center, and SiBuHi Center for Creativity and Development.. At present, she works with the Leads in the Homes as the Residential Program Manager, ensuring that all beneficiaries are living in conducive and safe homes, and receiving genuine parental care and caregiving.

Faidah Cayongcat is a licensed social worker and currently Virlanie’s Education Programs and Young Adult Integration Program Manager. She has 17 years of experience as a Case Manager handling children and youth in need of special protection. Her passion for capacity building drives her to establish training designs based on training needs assessments. She has also represented the Foundation in international conferences and trainings.

Lanie Fowler is a registered social worker and Social Work graduate, with units in Education specializing in Special Education. She has 23 years of experience in handling children with a specialization in adoption and 20 years of managerial experience in leading and mentoring social workers and social work students in the Philippines. She is passionate in working with children and families and restoring their social functioning to maximize their full potential.

Antonette Flores is a Political Science graduate and is currently finishing her Master’s on Community Development at UP Diliman, specializing on Community Leadership and Organizational Development. Her two years of work in fundraising as Virlanie’s Sponsorship Officer, personal business experience, and organizational development background are guiding her to serve, with the best of her effort, the beneficiaries of Virlanie and the organization itself as their first Social Entrepreneurship Manager.
